H&S Constructors, Inc. has a dedicated and stable management and supervision staff to back up experienced craftsmen in the field. Our areas of expertise are in vessel fabrication and erection; pipe fabrication and erection; welding of exotic metals using SMAW and GTAW in accordance with all applicable codes and clients specifications; structural steel fabrication and erection; pipe fabrication and installation; along with foundation construction; and all phases of site work. All shop fabrication is carried out at one of our shops located in Corpus Christi, Texas.

We have A.S.M.E. Code stamps (U), (S), and (R) to build pressure vessels or to do repair work in the field. H&S Constructors has extensive experience in all phases of industrial construction.

H&S Constructors, Inc. is a reliable, respected, and responsive general contracting and fabrication firm founded in May, 1981 by its current principals, Patrick J. Horne - President and Michael D. Scott - Vice-President. H&S is oriented toward providing the highest quality services to the petro-chemical industry. The steady increase in client base and contract size has proven the working philosophy of backing up conscientious craftsmen with a dedicated and professional supervisory and management staff.

The construction services provided include civil, mechanical, fabrication, equipment erection, piping, structural, crane rental, and ASME Code work. The company engages in all phases of construction: grass roots, revamps, turnaround and plant maintenance, as well as turn key construction projects.

H&S can plan and schedule your projects for you whether it is a full plant wide outage or a small grass roots project. Through our computerized historical data we can establish a budget for your project along with man loading, material and equipment delivery dates, project tracking for optimum performance, constructability reviews to eliminate unforeseen problems prior to and during project construction, and to establish milestones and targets to ensure an on time and under budget project.

Our human resource department maintains a current listing of pre-qualified employees both local and national in our computer base with their skill tests results available. All new employees are drug tested for pre-employment and random tested through their employment history with H&S. Every employee is tested through a skill craft assessment test to ensure they are qualified for their position and the client is getting what they pay for. All new employees have to pass a physical fitness test (HPE/Human Performance Evaluation) to ensure they are physically capable of performing their jobs once they reach the field.

We also offer a benefit package to our employees, which includes uniforms, vacation, paid jury duty, one hour of pay to vote, 401K, hospitalization, and safety incentives. H&S believes these benefits to be very important to acquiring good employees and ensuring they will stay with H&S over the long haul.

H&S maintains a cutting edge in our Safety Department with an excellent record for performance. We have received back to back annual safety awards and attained VPP status at multiple customer sites.

All incidents and/or accidents are reviewed by top management, i.e. president or vice-president of the company, the involved employee, his or her supervisor and their construction manager responsible for the project.

H&S safety director also reports directly to the Division Manager and the owners of H&S Constructors,Inc.. Individual responsibility is stressed to all employees to ensure an active participation in our safety program. Job safety meetings are held daily (toolbox safety meetings) to ensure everyone is aware of their tasks. Employees must also fill out a safety execution plan (JSA) prior to the commencement of any work. Safety teams are set up to encourage team building along with individual commitments. Our supervisors are given goals to reach for additional bonuses. We have received numerous safety awards for our safety performance and we are proud of our employees for achieving such incredible results.

Our QA/QC department cannot be rivaled for their qualifications and performance. All of our inspectors are CWI (Certified Welding Inspectors) Level I and NACE credentials are maintained for our paint yard inspection. Our inspectors are very knowledgeable in ASME and API code requirements. We also have inspector’s well-versed in ACI (American Concrete Institute) guidelines. Combining our inspectors' knowledge of applicable codes and their ability to work with field personnel dealing with project quality issues is integral to a successful project.
